Dr. Shaheed is a UN "special procedure" mandate holder appointed by the UN Human Rights Council. He is an internationally recognized expert on foreign policy, international diplomacy, democratization, and human rights reform. He has twice held the Office of Minister of Foreign Affairs of the Republic of the Maldives, a position he used to promote human rights standards and norms.  Dr. Shaheed is also the Chairperson of the Board of the Universal Rights Group, a human rights think tank whose aim is to generate progress towards the full realization of the rights and freedoms contained in universal human rights instruments.
